(3) This one is tricky. It's tempting to say Cecil, isn't it? BUT Cecil could only tell the colour of his own hat if both hats he could see (Bertrand's and Allan's) are the same colour (black or white, it doesn't matter as long as they are the same). The fact that he could not say this means that Bertrand's and Allan's hats are NOT the same. So who is left to guess right. Well... Allan is outta luck, because he can't see anything... so it has to be Bertrand. But how does HE do it? It's easy, he knows that his hat is not the same colour as Allan's, otherwise Cecil would have spoken up... which is why he waits. When he's sure that Cecil is NOT going to speak up, he volunteers his answer... his hat is obviously the opposite colour to Allan's.
And that, my fine feathered friends, is how the cookie bounces!!!
