Transamerica Strat Baseball League Constitution

                                                         League Belief

   The Transamerica Strat Baseball league will aspire to be a league that develops equality among teams in order to enhance managing skills and further the game playing experience.  The creation of super teams or the accumulation of overpowering talent will be detered as much as possible through the league rules.  The ultimate goal would be to create an environment that is competitive and will rely on team management on the field while limiting the GM aspect of start play that is so common today.  The accumulation of talent among teams tends to destroy the fun of the game and makes seasons unbearably long to those who have no chance at winning and, all too often, results in a lack of enthusiasm, owners leaving, and poorly managed franchises.

                                                    League Leadership and Organization

 

 

I.  Commissioner:  The League will have a commissioner who will have final say over all aspects of league operations and decisions.  The commissioner will have the authority to make any decision at any time over any and all matters associated with the league.  In general, the commisssioner will have the authority to intervene into any matters deemed not in the best interest of the league and its beliefs.  Collusionary actions, any illegal actions, acts deemed not in the best interest of the league, as well as decisions that may be in the best interest of the league can and will be made by the commissioner.  The commissioner will offer any final rules changes to the league each year after recommendations have been submitted by the rules committee and will strongly consider any decisions made by the rules committee over rules interpretations issues. The commissioner will sit on the trade committee and has the authority to intervene on any trade deemed not in the best interest of the league.

II. League Presidents:  The Transamerica will have two presidents who will represent the Traditonal American and Traditional National Leagues.  The presidents will be selected by the commissioner and must not be a member of the league they are representing.  In otherwords, the Traditional American League president will be a member of the Traditional National League and the president of the Traditional National League will be a member of the Traditional American League.

   a) Duties of Presidents:  The presidents will be responsible for sitting upon the rules committee and aiding in the everyday affairs of the league.  Thier advice will be considered strongly by the commissioner on all issues.  They have the power to recommend new rules, advise on any league ruling, recommend disciplinary action if required, and will also sit on the trade committee.

   b)  Term of Presidents:  Presidents will remain in their position for two seasons unless they switch leagues or are removed by the commissioner.  In the event a president's position becomes vacant, the rules committee chairperson will assume that role until the position is filled by the commissioner.  The replacement will fulfill the rest of the term of the original president.

III.  Rules Committee:  The Rules committee will be comprised of the Committee chairperson, the two league presidents or acting presidents, and a representative from each league.  In the event that a rule issue arises which includes any member of the committee,  that committee member must excuse him/herself from the committee for the duration of that decison making procedure.  Each league will also have a committee member-at-large who will sit in place of any excused committee member.  A league representative may serve on this committee for 2 seasons but could serve more if one, subsequently, became a league president.

   a)  Rules Committee Functions and Powers: 

   i)  The Rules Committee will be responsible for the interpretation of any rule issue should it arise.  This would include any game play issues, rules violation(s) issues, and, in general, any rules issue that may arise for any reason.  Their interpretation and recommendation for remedy will be submitted to the commissioner who will have the final say on the decision.  However, while the commissioner always has the authority to over-rule the decison of the committee, it must be understood that it would take extraordinary circumstances for the commissioner to consider doing so. 

   ii) The Rules Committee will be responsible for receiving all new rules change suggestions from league members at all times.  The Committee will discuss changes during the year so as to implement any new change at the conclusion of the season.  The Committee will submit any new rules change suggestions to the commissioner for final approval or denial. However, while the commissioner always has the authority to over-rule the suggestions of the committee, it must be understood that it would take extraordinary circumstances for the commissioner to consider doing so.

IV.  Trade Committee:  The trade committee will be comprised of the commissioner, the two league presidents or acting president(s), and a representative from each league who is not a current member or acting member of the rules committee. In the event a trade issue arises that includes any member of the committee, that committee member must excuse him/herself from the committee for the duration of that decision making procedure.  Each league will have a committee member-at-large who will sit in place of any excused committee member.  A league representative may serve on this committee for two seasons but could serve more if one, subsequently, became a league president.

   a)  Trade Committee Functions and Powers:

   i)  The trade committee will review any trade should a minimum of 3 league members submit a request for a review of the trade within 4 hours of the announcement of the trade.  The review must be completed within 24 hours after reception of the third league member request for review.  The need for alacrity here is obvious as the league does not desire to become embroiled in lengthy trade reviews. Decisions and delays can result in further undesirable ramifications.  The entire trade review request and review process will not take more than 28 hours maximum.  There will not be a need for a vote within the committee since the commissioner has final authority but discussion will be strongly encouraged and the commissioner will consider all views before a ruling is issued.  The commisssioner does not have to wait the full 28 hours before rendering a decision.

 ii)  If the commissioner is involved in a trade that is submitted for review then the Trade Committee will have total jurisdiction over the ruling.  In such cases, the commissioner's powers are suspended until the committee has rendered a final decision.  The trade committee will take a vote among its 4 active members for approval or denial of the trade.  It will only take a 50% vote (2 committee members vote to deny) to deny such a trade.

iii) Consequences of denied trades:  It must be understood that trades have always been an intergral portion of Strat Baseball leagues.  Trades are frequently made and there must be an understanding that not all trades can be reviewed at all times for all reasons.  If a trade is denied, either by the review request process or by the commissioner, it is expected that the involved trade parties will be allowed the opportunity to re-work their trade.  The committee or commissioner may make suggestions to allow the trade to be approved.  However, trades that are submitted near the end of a block must consider the idea that the league will not grant extended time beyond the scheduled block deadlines or any deadlines established by league mandates.  In short, if a trade is submitted on the last day of a mandated deadline and a review is requested or the commissioner intervenes, and the review extends beyond the deadline then the trade will either automatically be denied or the trade may be delayed until the next block or time frame.  Under no circumstances, will a block or deadline be extended due to a trade review issue.

   Examples of what could happen with a late submitted trade. 

A-Player A makes a trade with Player B on last day of Block I. The trade is then sent for review by 3 league members who ask for a review.  The committee cannot render a decison in time before the block ends.  the trade is denied for Block I but would be allowed for Block II if the trading parties still desire.

B-Player A makes a trade with Player B on last day of trade deadline for the season.  The tade is sent for review by 3 league members who ask for a review.  The committee cannot render a decision in time before the trade deadline expires.  The trade would be denied due to lack of time.

 

V)  League Membership and Composition:  The Transamerica will consist of 24 franchises.  The league will use the current version of the Strat Baseball game.  The 24 teams will be broken up into the Traditional American and Traditional National Leagues.  There will be 2 divisions and the top 6 teams ( 2 division winners plus the next 4 teams in the standings) from each league will qualify for the playoffs.

   a)  Traditonal American Teams:  Baltimore Orioles, Boston Red Sox, California Angels, Chicago Whitesox, Cleveland Indians, Detroit Tigers, Kansas City Royals, Milwaukee Brewers, Minnesota Twins, New York Yankees, Oakland Athletics, and the Texas Rangers.  The American East will be comprised of Baltimore, Boston, Detroit, Cleveland, Milwaukee, and New York.  The American West will be comprised of California, Chicago, Kansas City, Minnesota, Oakland, and Texas.

   b)  Traditional National Teams:  Atlanta Braves, Chicago Cubs, Cincinnati Reds, Houston Astros, Montreal Expos, Los Angeles Dodgers, New York Mets, Philadelphia Phillies, Pittsburgh Pirates, San Diego Padres, San Francisco Giants, and the St. Louis Cardinals.  The National East will be comprised of Chicago, Montreal, New York, Philadelphia, Pittsburgh, and St. Louis.  The National West will be comprised of Atlanta, Cincinnati, Houston, Los Angeles, San Diego, and St. Louis.

   c)  Ballparks of concern:  Each team will use the current ballpark in the game for that franchise.  However, Montreal will be assigned the Toronto Blue Jays' stadium and California will be assigned the Anaheim Angels' stadium.

                                                         League Play and Format

 

   I)  The league will consist of two leagues each with 12 teams.  Each league will have two (2) divisions of six (6) teams.  Each team will play teams within their division twenty (20) times (10 home and home in a 3-3-4 format for series purposes), play each team in the other division within their league six (6) times (3 home and home), and play an unbalanced inter-league schedule where one division will play another divisions from the other league a total of  24 games playing four (4) games (2 home and home) against each team in that division.  The inter-league play will simply rotate from East to West every other season.

 II) All games will be netplayed.  Any games not netplayed will be automatically simmed by the commissioner following the block deadline for game submission.  In the event an owner cannot meet obligations to play, all efforts must be made to access a substitute owner to play the games.  Owners who continuously delay playing their games until the end of blocks and then expect all other owners to comply with their schedule will not be afforded that continued luxury.  Once a pattern of abuse has been established, the commissioner will step in and make a decision in an effort to make sure the league runs smoothly and without conflict.  It simply is not fair to constantly demand that other owners fit within one's schedule each and every block.  While an occasional delay is anticipated, abuse will not be tolerated within this league.

III) Playoffs:  The two division winners from each league (4 total) will automatically qualify for the post-season.  An additional 4 wild card teams will be eligible for the playoffs as well based upon their regular season standings. The four wild card teams will be seeded 1 through 4 and then participate in a first round wild card playoff format with 1 hosting 4 and 2 hosting 3.  Once the wild card series are completed, the teams will be re-seeded.  The lowest surviving seed from the wild card series will play the division winner with the best regular season record.  The highest surviving seed from the wild card series will play the division winner with the second best regular season record. 

   a)  Playoff Series Formats:  The wild card series playoffs will be a 2-2-1 best-of-five series only.  The league semi-final and league chamionship series will be a 2-3-3 format.   The first two games of a series will always be at the highest seeded team.

   b)  If a series goes the full five (5) or seven (7) games, the winning team will be given one (1) day off between each series for rest purposes.  Any time a series concludes earlier than the maximum number of games, the winning team will gain those extra days of rest for the next series.  For example, if a team wins the wild card series in three (3) games then that team would gain four (4) days of rest before the start of their next series!  Each series will allow one (1) day of rest between games two and three and between games four and five (if a three game series) or between games two and three and games five and six (if a seven game series).

   c)  A starting pitcher may start 3 games in a series if asterisked.  However, if this is done, that pitcher can only start in 2 games in the subsequent series as per Strat rest rules.

IV)  Player use:  All positional players are limited to 110% of their actual plate appearances defined as their actual total number of at-bats plus walks multiplied by 1.1.  All pitchers are limited to 110% of their actual innings pitched defined as innings pitched mutiplied by 1.1.

   a)  A player can not play a position he is not rated for other than the traditional Strat outfield rule and penalty format.

   b)  Some pitchers are rated as both a starter and a reliever.  A pitcher may be used as a starter only or a reliever only for the entire duration of any one block.

   c) A pitcher cannot be used as a DH at any time other than to pinch hit once per game.  A pitcher used as a pinch hitter must be removed from the game before his next at-bat unless he enters the game as the pitcher in that game.
